DEWAN Rakyat Deputy Speaker Datuk Dr Ramli Mohd Nor has proposed financial incentives for civil servants who expose internal corruption, saying it could help prevent abuses of power before they escalate.
Speaking during parliamentary question time on Aug 2, Ramli made the suggestion while weighing in on the ongoing issue of syndicate-related misconduct at the Kuala Lumpur International Airport (KLIA) immigration, which was raised by Petaling Jaya MP Lee Chean Chung.
“Perhaps I would like to propose something. This might be unconventional, out of the way. But we are fighting to uphold good governance and address corruption. Have we considered whether we can stop this early, before it happens?” he asked.
Ramli argued that information on internal bribery networks often comes only from insiders, such as enforcement officers or their colleagues.
Rather than wait for scandals to unfold, the system should reward those who step forward with credible information.
“Why not, maybe through government administrative regulations or through legislation, give a reward to public servants who expose what is happening internally?”
Ramli added that rewards could be issued discreetly to avoid backlash or retaliation, noting that similar mechanisms already exist in some criminal investigations.
“Nothing can happen, no information can be received, unless it comes from those carrying it out or their peers.
“Award them, give them a reward — 1,000, 2,000, whatever the amount — but do it covertly. I think this is something worth considering,” he said.
He stressed that such whistleblowing should not be seen as betrayal, but as a patriotic act in the interest of national integrity.
“We should reward public servants who provide information, not because they are betraying their colleagues, but for the wellbeing of the country and the people,” he said.
