Iran releases 14-point draft agreement outlining US deal roadmap

ISTANBUL — The official Iranian news agency IRNA on Wednesday published the full text of a 14-point memorandum of understanding between Iran and the US.

According to Anadolu Ajansi, the document outlines a framework for ending hostilities, launching negotiations toward a final agreement and addressing issues ranging from sanctions and maritime security to Iran’s nuclear programme and reconstruction.

Key provisions of the draft:

  1. Immediate and permanent cessation of military operations on all fronts, including Lebanon, with commitments not to resort to force and to guarantee Lebanon’s sovereignty.
  2. Mutual respect for sovereignty and territorial integrity and non-interference in each other’s internal affairs.
  3. Negotiations on a final agreement within 60 days, extendable by mutual consent.
  4. Lifting of the US naval blockade and related restrictions, with complete termination within 30 days and eventual withdrawal of US forces from areas surrounding Iran after a final agreement.
  5. Restoration of commercial shipping and navigation through the Strait of Hormuz, with Iran consulting Oman and other Gulf littoral states on its future administration.
  6. Creation of a reconstruction and economic development programme worth at least US$300 billion for Iran with US and regional partner support.
  7. Commitment by the US to end all sanctions on Iran, including UN, IAEA-related, and primary and secondary US sanctions, under a mutually agreed timetable.
  8. Iran’s reaffirmation that it will neither produce nor acquire nuclear weapons, alongside negotiations on enriched material and civilian nuclear activities.
  9. Maintenance of the status quo during negotiations, with Iran preserving its current nuclear programme and the US refraining from new sanctions or additional military deployments.
  10. Immediate US waivers allowing exports of Iranian oil and petrochemical products, including related banking, insurance and transportation services.
  11. Release and full usability of frozen Iranian funds and assets, with procedures to be agreed during negotiations.
  12. Establishment of a joint implementation mechanism to monitor compliance with the memorandum and future final agreement.
  13. Launch of negotiations on a final agreement once implementation begins on key provisions, including the ceasefire, maritime measures, oil waivers and access to frozen assets.
  14. Endorsement of the final agreement through a binding UN Security Council resolution.

Earlier on Wednesday, US officials released a draft of the understanding with Iran to end their conflict. The signing ceremony is scheduled for Friday in Switzerland. — BERNAMA-ANADOLU

Anwar commends Putin’s consistent stance on Gaza and Iran

KAZAN — Malaysian Prime Minister Datuk Seri Anwar Ibrahim has expressed appreciation to Russian President Vladimir Putin for the country’s consistent position on Gaza and the current geopolitical situation involving Iran.

During their meeting yesterday, Anwar said Russia had maintained a principled stance on both issues.

“I must take this opportunity to thank you (for) your position vis-à-vis Gaza and now Iran. You have taken a very consistent, principled position,” he said in his opening remarks at the bilateral meeting on Wednesday night.  

Anwar said Malaysians and many others admired Putin’s steadfastness and conviction in upholding those positions.

“And I must say on behalf of the Malaysian people and many others, how we admire your tenacity and conviction,” he said.

Geopolitically, Gaza and Iran remain key issues in the Middle East, attracting the attention of major powers, including the United States, Russia and China.

Russia has consistently supported a ceasefire in Gaza, humanitarian access for Palestinians and diplomatic solutions to regional conflicts.

Moscow has also maintained close ties with Tehran while advocating dialogue and negotiated settlements over military confrontation. — BERNAMA

PN restructures leadership, removes Mohd Radzi and Azmin

PERIKATAN Nasional (PN) yesterday announced a restructuring of its leadership, with the services of Bersatu vice-president Datuk Dr Mohd Radzi Md Jidin and Bersatu secretary-general Datuk Seri Mohamed Azmin Ali terminated with immediate effect.

PN chairman Datuk Seri Ir Dr Ahmad Samsuri Mokhtar said the move was part of preparations for the upcoming Johor and Negeri Sembilan state elections.

In a statement last night, he said Mohd Radzi, who previously served as PN election director, had been replaced by Kedah Menteri Besar and PAS election director Datuk Seri Muhammad Sanusi Md Nor.

“Datuk Seri Muhammad Sanusi has also been relieved of his duties as PN treasurer and replaced by (Malaysian Indian People’s Party Deputy President) Subramaniam Surunaryan. Deputy secretary-general Datuk Seri Mohamed Azmin has been relieved of his duties to comply with the requirements of the Perikatan Nasional Constitution,” he said. 

Ahmad Samsuri said the restructuring was carried out under the powers provided under Clauses 8.3(V), (VI) and (VII) of the PN Constitution.

He added that an emergency meeting of the PN Supreme Council would be convened in the near future to strengthen the coalition’s organisation.

Oil drops as Trump’s Hormuz agreement lifts outlook for supply

OIL fell as an interim US-Iran peace deal went into effect, putting the focus on how quickly transits through the Strait of Hormuz can be ramped up as Persian Gulf producers restart shut-in fields.

Brent sank below $79 a barrel after a modest gain on Wednesday, while West Texas Intermediate was near $76. President Donald Trump said he had signed the deal, which envisions a rapid reopening of the critical waterway.

US sanctions must be lifted immediately, according to Iranian Foreign Ministry spokesman Esmail Baghaei. “Iran must be able to sell its oil, shipping and insurance must not face any issues, and the revenues from oil sales must also be received,” he said on state television. 

Crude has shed almost all of the gains seen during the conflict, which erupted in February when the US and Israel attacked Iran to curb its nuclear program. Tehran responded by blocking the waterway, which used to carry about a fifth of global oil supply in peacetime. The US also subsequently blockaded the conduit in a bid to ramp up the pressure against Tehran.

“The easy part was reaching an agreement — the harder part is determining how much of the disruption from the past few months becomes permanent,” said Haris Khurshid, chief investment officer of Karobaar Capital LP.

Goldman Sachs Group Inc. said in a note this week it now assumes that Persian Gulf exports will normalize at pre-war levels by the end of next month, compared with an outlook for the end of August previously.

“Markets tend to assume a reopening means a reset,” said Khurshid. “While really some of the changes made during the disruption may stick around longer than people expect.”

Ahead of the deal’s signing — which ushers in a 60-day period of additional talks on unresolved issues —  the oil and shipping industry remained largely in wait-and-see mode, although a handful of vessels began rerouting toward the Middle East, while Iranian tankers laden with oil moved out.

Shipbrokers and owners reported some tentative inquiries about hiring vessels to collect oil from ports across the region, although it’s not clear whether any new deals have been struck. Iraq, the region’s second-largest producer before the war, has said that it was taking steps to increase exports.

While oil prices have eased, pressure on inventories remains acute. Stockpiles at Cushing, the largest US commercial storage hub, have sunk to about 20 million barrels. That’s a level traders consider an operational minimum. –BLOOMBERG

Scorching Miami heat could push World Cup players to the brink, expert warns

KUALA LUMPUR — Players arriving in Miami for World Cup matches may find themselves battling more than just opposing teams, as sweltering heat and humidity threaten to turn the tournament into a test of endurance as much as skill.

Teams from cooler climates face particular risks if they have not had time to acclimatise to Miami’s punishing conditions, warned Dr Jason Kostrna, an assistant professor and graduate kinesiology programme leader at Florida International University. Kinesiology is the study of movement, exercise, and physical performance.

“Unfortunately here in Miami, it’s very humid and so when you go and exercise, you start dripping sweat,” Kostrna told Reuters.

“That means that you are not evaporating it. It’s just rolling off you and you are not getting that heat loss.”

The physiological battle is intense. As players’ bodies struggle to cool down, their hearts work overtime pumping blood to the skin in a desperate attempt to release heat through evaporation — a process that fails in Miami’s sticky air.

“Then when it can’t, it starts to really try and increase that heart rate,” Kostrna explained.

Kostrna said the heat stress compounds the already enormous pressure of representing one’s country, creating an added burden that affects both physical performance and mental sharpness.

“You’ll start to see the pace of play maybe drop a little, you’ll start seeing that decision-making becomes a little more conservative. Whether that’s consciously or unconsciously, depends on the athlete,” he added.

The temperature across World Cup host cities are already running a few degrees above historical averages.

Moreover, when measuring the Wet Bulb Globe Temperature — which factors in humidity, sunlight and wind speed alongside air temperature — Kostrna painted a sobering picture.

“Our wet bulb globe temperature for some of these games could be close to 120 degrees Fahrenheit (48.8°C) when you factor in radiative heat, humidity, the ambient temperature and throw in a little bit of the plastic or concrete jungle effect,” he said.

“If we do not actively work to take care of everybody, that is enough to cause major heat illness.”

Heat mitigation measures are also in place for fans at Miami Stadium, where Miami-Dade County said it was installing cooling stations, water trailers, hydration zones and misting areas for fans and workers during the tournament.

Although three-minute hydration breaks have been introduced for all games to give the players the chance to take in fluids, Kostrna suggested it is merely a band-aid solution if they have not hydrated themselves in the days building up to the fixture.

“If you’re behind on hydration, this is not magically going to fix it,” he said.

“For the athletes, it can help bring their heart rate down, get some hydration. (The hydration breaks) can be a little bit longer, that would probably be better.”

His advice for teams? Arrive early and acclimatise.

“My hope is that there are not any teams that are truly just showing up off the plane and they’re experiencing this for the first time,” Kostrna said.

“Hopefully they have been in town for weeks and have been practising in this (heat). That should be enough even if you are somebody who is coming from one of these colder regions, your body will adapt over those weeks.” — REUTERS

Ronaldo fails to shine as DR Congo earn historic World Cup point

HOUSTON – Cristiano Ronaldo’s record-equalling sixth World Cup got off to a disappointing start as the Democratic Republic of Congo secured their first ever point at the finals, drawing 1-1 with Portugal in their Group K match on Wednesday.

Yoane Wissa’s header cancelled out Joao Neves’s early goal and the African side — appearing in their first World Cup since 1974 when it was known as Zaire — more than held their own.

Ronaldo, 41, was largely a peripheral figure throughout the match — failing to make the impact his great rival Lionel Messi had done on Tuesday in scoring a hat-trick against Algeria.

The DRC’s achievement was even greater given their preparations had been disrupted by the Ebola outbreak back in their country.

Some Portugal players were wearing wrist bands, given to them by their Prime Minister Luis Montenegro, in tribute to late team-mate Diogo Jota, who was killed in a car crash last year.

Portugal got off to the perfect start, with Neves powering home a header from Pedro Neto’s cross in the sixth minute.

However, despite dominating possession they lacked a cutting edge and well into time added on in the first half their opponents made them pay.

Wissa rose unmarked to head past Diogo Costa in the Portuguese goal sparking wild celebrations on the pitch, the bench and among the Congolese fans in the stadium as the Newcastle forward registered his country’s first ever goal at a World Cup.

Former Portuguese defensive bulwark Pepe, watching from the VIP seats, did not look impressed.

Bernardo Silva had started the day by joining Real Madrid on a free transfer but he ended it by watching from the bench after Martinez took him off at half-time.

He was briefly off his feet celebrating when Joao Cancelo’s overhead kick hit the back of the net — only for it to be ruled out for offside.

The Congolese were matching the Portuguese, though, and 35-year-old veteran striker Cedric Bakambu shrugged aside Bruno Fernandes, but his shot came back off the near post.

Ronaldo finally had a chance to shine when presented with a chance by Francisco Conceicao’s pass but he fluffed his lines sending it wide of the post.

The same combination linked up again minutes later, Conceicao — a far livelier presence than Silva had been — teeing up Ronaldo but once again the result was the same, the ball went wide.

Portugal thought they had at least got a corner but when it was not given Conceicao slammed the ball into the ground in frustration as his side failed to pick up three points in their opener. –AFP

Kane scores twice as England beat Croatia to launch World Cup charge

ARLINGTON – Harry Kane scored twice in the first half as England eventually saw off Croatia 4-2 to launch their World Cup title assault in Texas on Wednesday.

Jude Bellingham, immediately after half-time, and substitute Marcus Rashford with five minutes to go ensured a winning start for Thomas Tuchel’s side after Croatia had fought back to level at 2-2.

The prolific Kane twice put England ahead in the first half — one a retaken penalty — only for Martin Baturina and Petar Musa to hit back for 2018 runners-up Croatia.

With both sides shaky at the back, the second half threatened another goal glut, Bellingham needing just two minutes to put England ahead again in front of a crowd of 70,000.

England had numerous chances to extend their lead but did not take them until Rashford popped up to put the seal on a chaotic encounter.

“I thought the game was two halves really,” the skipper Kane told ITV.

“I thought first half we were okay. Really disappointed to concede in the way we did, the way we dropped off.

“And credit to the manager. The manager gave us a speech at half-time just to say, look, if we lose, we’re losing our way.

“And I think you saw that, the way we come out in the second half, we went full gas, and they couldn’t live with it.”

The meeting was a repeat of the 2018 semi-final, which Croatia won after extra-time, although England have since had the edge against one of the older squads in North America.

Zlatko Dalic, the Croatia coach who has masterminded much of their recent success, said England’s prowess at dead-ball situations had caused numerous problems.

He called it a “strange and difficult” match.

“We made a lot of mistakes, especially when it came to set-pieces,” said Dalic, whose side face Panama next and will still fancy their chances of getting out of Group L.

England play Ghana next.

Frenetic half

Tuchel’s side, bidding to deliver England a first major trophy since 1966, made a nervy start at the impressive air-conditioned home of the Dallas Cowboys.

Then the drama came. Croatia’s talismanic captain Luka Modric dangled out a leg and caught Noni Madueke in the box.

Kane saw his unconvincing penalty saved by Dominik Livakovic, only for French referee Clement Turpin to order a retake after video replays deemed the stopper had come off his line.

Bayern Munich predator Kane held his nerve second time around, again going to Livakovic’s left but this time in more ruthless fashion to give England the lead after 12 minutes.

Now it was all England, and Real Madrid midfielder Bellingham — preferred to Morgan Rogers in the number 10 role — surged upfield, forcing Livakovic to smother.

On 36 minutes Croatia drew level.

England squandered the ball in midfield, then Petar Sucic left John Stones on the floor with some neat footwork to set up Baturina.

The 23-year-old met the ball first time and whipped it past Jordan Pickford.

England ‘intensity’

The second half started just as the first ended as Bellingham galloped down the right unchallenged and rolled the ball into the corner.

Kane and Nico O’Reilly twice each, and Bellingham, had good chances for a 4-2 lead as England pummelled the Croatia goal.

With 15 minutes left and England retreating, Croatia had several opportunities, before Rashford made the three points safe.

“Just the intensity we went at, I think that’s our biggest strength,” Kane said, when asked what was different in the second half.

“So we’re going to have to use that more at this tournament.”
