Parliament passes Atomic Energy Licensing (Amendment) Bill 2025

KUALA LUMPUR — The Dewan Rakyat today approved amendments to the Atomic Energy Licensing Act 1984 (Act 304), which has remained unchanged for 41 years.

Science, Technology and Innovation Minister Chang Lih Kang (picture) said the amendments were aimed at strengthening and modernising the legislation to ensure more comprehensive enforcement covering safety, security and usage control, in line with current developments in atomic energy technology.

“Although Malaysia will only decide on the use of nuclear energy for electricity generation after 2030, this amendment represents a step in preparing for that possibility, as we cannot begin preparations only after a decision has been made,” he said when winding up the debate on the Atomic Energy Licensing (Amendment) Bill 2025.

He stressed that the bill’s main focus was not to determine Malaysia’s policy on nuclear energy use, but to strengthen the legal framework under Act 304 in line with international standards.

According to Chang, the gazetting of the bill would provide Malaysia with the necessary domestic legal provisions to sign international instruments, demonstrating the country’s commitment to fulfilling its international obligations and becoming a party to global frameworks related to atomic energy.

“In this regard, there are five international instruments related to atomic energy that have yet to be signed, and two that require ratification, as part of the preparatory steps towards the possible use of nuclear energy for electricity generation,” he said.

The bill also provides for the establishment of the Atomic Energy Advisory Council.

In addition, a new Section 41D is introduced to stipulate offences and penalties for individuals who engage in activities involving radioactive or nuclear material with the intent to cause death, serious injury, or significant damage to property or the environment.

KUALA LUMPUR — The Dewan Rakyat today passed the Legal Aid and Public Defence Bill 2025, aimed at expanding access to justice and restructuring the existing legal aid system to ensure greater efficiency and inclusivity.

Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said (picture) said the bill seeks to modernise the legal framework by extending coverage to civil and syariah legal aid, mediation, as well as legal companionship in cases involving children.

She said the new law would make the legal aid and public defence system more inclusive, including the provision of electronic (online) legal advice services.

“We do not want situations where, in cases requiring legal aid, individuals are unable to engage a lawyer —in fact, some cannot even afford to meet one.

“At the very least, this service (electronic legal advice) provides them with access to legal assistance, which I believe is a positive step for the people,” she said when winding up the debate on the bill.

Elaborating further, Azalina said the bill provides for the functions of the National Legal Aid Foundation (YBGK) to be absorbed by the Legal Aid Department (JBG) under the office of the chief public defender, while the government will also settle outstanding fees owed to lawyers who have served under the YBGK scheme.

The bill seeks to repeal the Legal Aid Act 1971 (Act 26) and upgrade legal aid services in criminal proceedings by renaming them as the public defence service.

It also introduces two new positions namely, the chief public defender and public defence officers. — BERNAMA

KUALA LUMPUR — The upcoming ASEAN Energy Business Forum 2025 (AEBF 2025) will focus on regional energy integration, sustainable financing, and a just and inclusive energy transition, strengthening Malaysia’s position as a regional leader in clean energy investment, the Dewan Rakyat was told today.

Deputy Minister of Energy Transition and Water Transformation Akmal Nasrullah Mohd Nasir (picture) said AEBF 2025, scheduled to be held from Oct 15 to 17, is expected to gather 1,500 delegates comprising stakeholders and players from the ASEAN energy industry, as well as international dialogue partners, to discuss the holistic development of the energy sector.

“Malaysia will leverage this forum to highlight investment opportunities in renewable energy (RE), low-carbon technology, smart grids and energy storage,” he said during the question-and-answer session.

He was responding to a question from Datuk Seri Hasni Mohammad (BN-Simpang Renggam) on the ministry’s strategy in making the ASEAN Energy Forum 2025 a key platform for attracting high-impact green investments and strengthening Malaysia’s position as a regional clean energy hub.

In driving the energy transition in Southeast Asia, Akmal Nasrullah said, host Malaysia views AEBF 2025 as the best platform to accelerate efforts towards establishing the ASEAN Power Grid, enhancing energy resilience, ensuring security of electricity supply, and promoting integrated renewable energy in the region.

In addition, AEBF 2025 will serve as a strong platform for Malaysia to push the energy transition agenda at the 47th ASEAN Summit here from Oct 26 to 28, in turn supporting ASEAN countries’ efforts to become a green electricity hub as well as Malaysia’s aspiration to achieve 70 per cent renewable energy capacity by 2050.

Akmal Nasrullah said Malaysia has a diverse range of energy resources, which is an advantage in attracting investment into the RE industry.

“When we launched the National Energy Transition Roadmap (NETR), it opened opportunities for Malaysia to attract investments that require renewable energy, and as a result, many announcements made by the government today show investments flowing in due to their interest in our efforts towards RE,” he said.

He was responding to a supplementary question from Mohd Nazri Abu Hassan (PN-Merbok) on Malaysia’s advantages compared to other ASEAN countries in drawing the interest of both domestic and international investors to the energy industry. — BERNAMA

KUALA LUMPUR — The fifth week of the Dewan Rakyat sitting saw the 13th Malaysia Plan (MP13), which serves as the direction of the country’s development for the period 2026 to 2030, passed by the august House.

The MP13 was passed after a four-day winding-up session by the ministries after the motion was debated for eight days, starting Aug 4, by 161 Members of Parliament.

During the winding-up session, various issues were addressed by the relevant ministers, including the death of Form One student Zara Qairina Mahathir and the Pilgrims Fund Board (Lembaga Tabung Haji — TH) rebranding project.

During the winding-up session by the Home Ministry, its minister, Datuk Seri Saifuddin Nasution Ismail, said the Zara Qairina case was the first to be charged under Section 507C(1) of the Penal Code (Amendment) Act 2025 for bullying.

He said the amendments made to sections 507B to 507G of the Penal Code strengthened the legal authority over the criminal act of bullying, and since the amendments were enforced and gazetted on July 11, the police have opened 11 investigation papers related to bullying.

Apart from that, Saifuddin Nasution confirmed that the police will reopen the investigation into the death of a tahfiz student, Wan Ahmad Faris Wan Abdul Rahman, who is believed to have been murdered at a tahfiz school in Kok Lanas, Kelantan, in December 2013.

Minister in the Prime Minister’s Department (Religious Affairs), Datuk Dr Mohd Na’im Mokhtar, in his winding up, said that the company appointed for the TH rebranding project was a consortium of four local companies.

He said the consortium is made up of multi-racial professionals and the selection of the company was approved through TH’s procurement methods and governance based on its expertise and capabilities in line with the requirements of the rebranding work.

At the same session, Communications Minister Datuk Fahmi Fadzil expressed concern over the tendency of netizens to accept ’round-the-clock’ information shared on social media and reminded them to verify the information first so as not to become victims of fraud.

He said this was because the content disseminated on social media was unlike reports produced by mainstream media, which had high journalistic ethics and integrity.

Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamid, in his winding up for the Ministry of Rural and Regional Development, expressed confidence that the establishment of the Technical and Vocational Education and Training (TVET) Commission would create a TVET ecosystem that is more systematic, focused and responsive to the needs of the industry.

The highlight of the week also included Prime Minister Datuk Seri Anwar Ibrahim’s explanation that the allocations and assistance provided for the Indian community were channelled comprehensively through various ministries and not just focused through the Malaysian Indian Community Transformation Unit (MITRA).

According to Anwar, there were other programmes with huge allocations provided under various other ministries that benefited the community in the fields of education, housing and business, in addition to a specific annual allocation of RM100 million for MITRA.

This week’s session also saw Pendang Member of Parliament Datuk Awang Hashim, of Perikatan Nasional (PN), ordered out of the chamber for 10 days starting Monday, for inciting a commotion and allegedly challenging a Member of Parliament to a fight last Wednesday.

Dewan Rakyat Speaker Tan Sri Johari Abdul issued the order based on Rule 44.2 of the Dewan Rakyat Standing Order after reviewing the video and audio recording evidence regarding the incident.

He described the action by the opposition representative as very inappropriate, with it happening during the presence of visitors, consisting of school students, in the House.

Meanwhile, four bills (RUU) were tabled for the first reading during the week, namely the National Registration (Amendment) Bill 2025, the Legal Aid and Public Defence Bill 2025, the Urban Renewal Bill 2025 and the Atomic Energy Licensing (Amendment) Bill 2025. — BERNAMA

KUALA LUMPUR — The Dewan Rakyat today passed the motion on the 13th Malaysia Plan, the country’s strategic five-year development blueprint for the 2026 – 2030 period, through a majority voice vote.

The 13MP motion was debated over eight days beginning Aug 4, with participation from 161 Members of Parliament, followed by a four-day ministerial winding-up session that concluded today.

Today’s session saw six ministries delivering their winding-up speeches, including the Ministry of Health, the Ministry of Digital, and the Ministry of Economy.

Among key issues raised during the debate were calls for a flexible and optional pension withdrawal model, which allows retirees to receive monthly payments via their Employees Provident Fund (EPF) savings; the formulation of new policies to enhance the education structure and strengthening Malaysia’s creative economy, also known as the orange economy.

On July 31, Prime Minister Datuk Seri Anwar Ibrahim tabled the 13MP motion themed Melakar Semula Pembangunan (Redesigning Development), aimed at redesigning the nation’s trajectory through technological leadership, inclusive growth, and public sector reform.

The plan details Malaysia’s five-year plan through a development approach based on three fundamental pillars, namely raising the ceiling (economic growth), raising the floor (people’s lives) and strengthening governance (effective administration).

Through four core thrusts with 27 priorities and supported by more than 100 implementation strategies, the 13MP features various cross-sector reforms and plans to accelerate the transition to an economy based on digital and advanced technologies, including artificial intelligence (AI), while ensuring that the benefits of development are distributed fairly across regions, social classes and generations.

KUALA LUMPUR — The establishment of a Data Commission is a crucial step to ensure governance, compliance with standards and comprehensive data protection in the country, Digital Minister Gobind Singh Deo (picture) said.

He said the commission will serve as a dedicated regulatory body to address data-related risks, in line with the Digital Trust and Data Security Strategy 2026-2030 outlined under the 13th Malaysia Plan (13MP).

Currently, several functions related to data are managed by various agencies, including the Department of Personal Data Protection (JPDP), which focuses on personal data, and the National Artificial Intelligence Office (NAIO) under the Digital Ministry, which oversees AI-related aspects, but Gobind said there is a pressing need to expand oversight to cover data as a whole.

“This is where we see the importance of having a mechanism that can monitor risks and take action as we go along. We are looking at broadening the scope of data regulation, and that is why we are proposing the establishment of the Data Commission.

“We want to ensure that we have specific standards that must be followed. Rules are in place, but they also need to be enforced, and the laws must be implemented. This is already in the plan, and moving forward, I hope the Data Commission can be established soon,” he said during the question-and-answer session in the Dewan Rakyat today.

Gobind was responding to a supplementary question from Ahmad Fadhli Shaari (PN-Pasir Mas) regarding the government’s commitment to establishing a special review body or an independent committee to ensure that the use of technologies such as AI does not compromise personal data or public privacy.

He said the establishment of the Data Commission would fill the gap in the regulatory landscape by providing a fully empowered authority to handle data-related issues beyond the scope of personal data.

The commission would also create a clearer governance structure, thereby boosting public and investor confidence in the level of data security in the country, he added.

In reply to the original question from Datuk Seri Doris Sophia Anak Brodi (GRS-Sri Aman) on the government’s measures to ensure the use of AI in cybersecurity complies with ethical principles and privacy rights, Gobind said Malaysia is finalising the National AI Action Plan.

He said the plan sets out a clear governance framework that also considers the balance between security and privacy rights based on three main principles.

“The first principle is transparency and accountability, where every AI model developed must be clearly auditable. Second, privacy-by-design and security-by-design must be incorporated to protect personal data from the stage of algorithm, system and AI application design, and not added later as an afterthought.

“Third, human-in-the-loop — for now, AI cannot be given absolute power, and human control must be maintained at certain levels to prevent critical errors, discrimination and bias,” he said.

Gobind said the National AI Action Plan is being developed collaboratively and collectively, also taking into account legal aspects such as the Personal Data Protection Act 2010 (Act 709) and the Cyber Security Act 2024 (Act 854). — BERNAMA

KUALA LUMPUR — The government may review the measure to restrict overseas travel for National Higher Education Fund Corporation (PTPTN) borrowers who fail to make repayments.

Deputy Higher Education Minister Datuk Mustapha Sakmud said this in response to a supplementary question from Lim Lip Eng (PH-Kepong) on whether the government would reinstate restrictions on hardcore defaulters who refuse to repay despite having the means to do so.

“We may review it, but for now, there is still no consideration to impose restrictions on borrowers,” he said during the question-and-answer session in the Dewan Rakyat today.

He said that as of July this year, PTPTN had approved loans for 3.1 million borrowers from the B40 group and Sumbangan Tunai Rahmah (STR) recipients, with total disbursements amounting to RM59.44 billion.

He also announced that applications for repayment exemptions for first-class degree holders on the PTPTN website would open on Sept 1.

“I would also like to inform this honourable House that the first-class exemption scheme began in 2001, and to date, a total of 133,159 students have benefited, involving an estimated value of RM2.9 billion,” he said. — BERNAMA

KUALA LUMPUR — As of Aug 18, 2025, a total of 475 million e-invoices have been issued by 98,813 taxpayers under the first, second and third phases of the mandatory implementation of the e-invoicing system, said Deputy Finance Minister, Lim Hui Ying (picture).

At the same time, 37,000 taxpayers under phases four and five had also voluntarily implemented the e-invoicing system.

“Their participation demonstrates a strong level of acceptance of the e-invoicing rollout,” she said during a question-and-answer session in the Dewan Rakyat today.

Lim said this in response to a question from Azli Yusof (PH-Shah Alam) on the status of the e-invoicing rollout and the government’s projected revenue from the initiative.

She noted that the rollout is still at an early stage, and revenue projections can only be determined after full mandatory implementation begins on July 1, 2026.

“At the same time, the government will monitor the effectiveness of the implementation in terms of improving tax compliance,” added Lim. — BERNAMA

KUALA LUMPUR — Prime Minister Datuk Seri Anwar Ibrahim (picture) has reaffirmed the government’s firm stance on national security, stressing that there will be no compromise, particularly in cases involving intelligence leaks.

He also assured that a comprehensive investigation will be conducted into the alleged leaks.

Anwar said that the Malaysian Anti-Corruption Commission (MACC) has been granted full authority to investigate several high-profile cases, including alleged abuse of power within the intelligence agency accused of selling state secrets for personal gain.

“If there are groups, akin to cartels, profiting by selling confidential information, this is a grave matter for the nation. Let a preliminary investigation be carried out. I have already briefed the Royal Malaysian Air Force chief and the relevant parties, including the Intelligence Division director.

“I am awaiting the initial report, but we will not cover up anything. If we begin compromising on breaches within our intelligence apparatus, it would be disastrous for the country,” Anwar said during Minister’s Question Time in the Dewan Rakyat today.

He said this in reply to Ahmad Fadhli Shaari (PN-Pasir Mas) who wanted to know the government’s next course of action following recent national security incidents, including leaked defence operations and a case involving the son of former Economy Minister Datuk Seri Rafizi Ramli.

On Aug 14, MACC remanded 10 individuals, including five senior officers of the Malaysian Armed Forces and two news portal journalists, believed to be involved in a smuggling syndicate operating in the southern region of the country.

Commenting further, Anwar stressed that the MADANI Government should not be blamed for the emergence of such cases, as it has adopted a strict zero-tolerance approach toward corruption, especially within entrusted government machinery.

He said that preliminary investigations had identified the case as far back as 2020, but it only came to light this year after MACC was granted full access to investigate. He also warned against politicising the matter.

“I want to stress – don’t point fingers at us, because this started long before our time, and no action was taken back then.

“There were cases where certain people managed to amass billions…that’s why we are reviewing and investigating it. If there is a case, there will be prosecution. When it comes to major scandals like this, please do not try to defend them. These are not minor issues,” he said.

The Prime Minister also assured that no one will be protected if found guilty of misconduct, including those involved in the case linked to Rafizi’s son, Form One student Zara Qairina Mahathir, or high-profile corruption cases in Sabah. — BERNAMA

KUALA LUMPUR — The National Climate Change Bill (RUUPIN) is expected to be tabled in Parliament after the presentation of Budget 2026, the Dewan Rakyat was told today.

Plantation and Commodities Minister Datuk Seri Johari Abdul Ghani (picture), who is performing the duties and functions of the Natural Resources and Environmental Sustainability Minister, said the Bill is currently under review by the Attorney-General’s Chambers (AGC).

“Insya-Allah, once this Bill is finalised, we will table it in the Dewan Rakyat. The proposal is that if there are no major changes to RUUPIN, we will table it after the budget (presentation) this year and then proceed with the debate,” he said during the question-and-answer session.

He was responding to a supplementary question from Datuk Seri Hasni Mohammad (BN-Simpang Renggam), who asked whether the government could guarantee that RUUPIN would be enforced as soon as possible, given that policies related to mining in Permanent Forest Reserves (HSK) remain unclear.
