US welcomes Cambodia-Thailand ceasefire, urges full commitment

KUALA LUMPUR — The United States (US) has welcomed the ceasefire agreement between Cambodia and Thailand, announced in Putrajaya on Monday, and urged both sides to fully honour their commitments to end the conflict.

Secretary of State Marco Rubio also commended Malaysian Prime Minister Datuk Seri Anwar Ibrahim for his decisive leadership in brokering the deal.

“The United States applauds the ceasefire declaration between Cambodia and Thailand announced today.

“President Donald Trump and I are committed to an immediate cessation of violence and expect the governments of Cambodia and Thailand to fully honour their commitments to end this conflict.

“We are grateful to Malaysian Prime Minister Anwar Ibrahim for his leadership and for hosting the ceasefire talks,” he said in a statement released by the State Department late on Monday.

Rubio said the US will remain committed to and engaged in the US-Malaysia-organised process to end the conflict.

“We urge all parties to follow through on their commitments,” he added.

Earlier, a special meeting, brokered by Anwar in his capacity as the current ASEAN Chair, was held at the official residence of the Malaysian prime minister – the Seri Perdana Complex – in Putrajaya.

Cambodian Prime Minister Hun Manet and Thailand’s acting Prime Minister Phumtham Wechayachai attended the special meeting, which began at 3 pm.

This is their first face-to-face encounter since tensions erupted between the two neighbours on July 24. The meeting lasted nearly two and a half hours.

Also in attendance were United States (US) Ambassador to Malaysia, Edgard Kagan, and Chinese Ambassador to Malaysia, Ouyang Yujing. The US was a co-organiser of the meeting, while China was an observer to promote a peaceful resolution to the ongoing situation.

At a joint press conference after the meeting, Anwar announced that Thailand and Cambodia had agreed to an immediate and unconditional ceasefire amid rising tensions along their disputed border.

The two Southeast Asian neighbours have a long history of diplomatic rows over an 817-kilometre undemarcated stretch of their shared border.

Tensions between Thailand and Cambodia have been simmering since May 28 following a skirmish between their troops near the disputed Preah Vihear border area, which claimed the life of a Cambodian soldier. — BERNAMA

BANGKOK — Thailand’s Acting Prime Minister Phumtham Wechayachai (picture) on Monday expressed his gratitude to Malaysia’s Prime Minister Datuk Seri Anwar Ibrahim, the Malaysian government, the government of China, and United States President Donald Trump for their goodwill and concern regarding the ongoing border crisis with Cambodia.

Government spokesperson Jirayu Huangsap said Phumtham emphasised that the special meeting reaffirmed the shared commitment of Malaysia, Cambodia, and Thailand to uphold international law, peaceful coexistence, and multilateral cooperation in seeking a fair and sustainable resolution to the situation.

He added that Malaysia, as the current Chair of ASEAN, would coordinate the establishment of an observer team to monitor and verify compliance with the ceasefire agreement.

“Phumtham noted that the discussions reflected Thailand’s determination to pursue a peaceful resolution while safeguarding national sovereignty and the lives of its citizens.

“Both parties agreed to a ceasefire, along with confidence-building measures to ensure its sincere and effective implementation,” Jirayu said in a statement issued following the Special Thailand-Cambodia Meeting held in Putrajaya on Monday.

Jirayu also noted that following the meeting, both sides had agreed to restore direct communication channels between the Prime Ministers, Foreign Ministers, and Defence Ministers of the two countries.

Thailand and Cambodia agreed to an immediate and unconditional ceasefire amid escalating tensions along their disputed border, following the special meeting chaired by Anwar today.

Cambodian Prime Minister Hun Manet and Phumtham reaffirmed their commitment to de-escalation, agreeing to an immediate ceasefire and a return to normalcy, effective from 2400 hours (local time) on July 28, 2025.

The two Southeast Asian neighbours have a long-standing history of diplomatic disputes over an 817-kilometre undemarcated stretch of their shared border.

Tensions between Thailand and Cambodia have been rising since May 28, following a skirmish between their troops near the disputed Preah Vihear area, which resulted in the death of a Cambodian soldier.

The latest round of hostilities erupted on July 24, with armed clashes reported along Cambodia’s northern border region, leading to casualties on both sides. — BERNAMA

PHNOM PENH — Cambodian Prime Minister Hun Manet hailed the ceasefire as a “brilliant result” and thanked Malaysian Prime Minister Datuk Seri Anwar Ibrahim for his efforts to initiate the peace talks in Putrajaya today.

The Malaysia-initiated special meeting between Thailand and Cambodia to resolve the ongoing military confrontation along the border areas of the two countries ended on a positive note.

Both nations agreed to end fighting at midnight on Monday – a major step towards reducing tensions and restoring peace and security.

“A brilliant result of the meeting, and I thank Prime Minister Anwar Ibrahim for taking the initiative to coordinate and host the meeting.

“I believe that this ceasefire agreement between the Cambodian army and the Thai army is a key basis for building mutual trust and improvement of the situation towards normalcy in the future,” Manet said on his Facebook posting upon his return from Malaysia this evening.

Manet and Thai acting Prime Minister Phumtham Wechayachai met for the first time since tension broke out between the two neighbours on July 24.

Cambodia and Thailand were dragged into a diplomatic crisis following the armed conflict in the northern part of the Kingdom.

In his posting, Manet also thanked the United States President Donald Trump and the Chinese government for their support of the ceasefire efforts.

Over 80,000 people have been displaced, while 13 people, including soldiers and civilians, have lost their lives since the conflict erupted last Thursday. — BERNAMA

KUALA LUMPUR — The agreement on an immediate and unconditional ceasefire reached between Thailand and Cambodia during a special meeting held in Putrajaya on Monday highlighted ASEAN’s role as an effective mechanism in resolving regional disputes, as both parties complied with the bloc’s call for order.

School of Law and Governance Senior Lecturer at Taylor’s University, Dr Julia Roknifard, said the desire of ASEAN members to avoid interference in the internal affairs of the grouping, prompted by United States President Donald Trump’s threats, has encouraged both Thailand and Cambodia to adhere to the principle of ASEAN centrality.

“At first, they (Thailand and Cambodia) didn’t seem so open to the idea that ASEAN can play a role, saying that they would like to negotiate on a bilateral basis between each other. Yet, ASEAN turned out to be the very mechanism to call them to order, and they complied.

“The very fact that the Thai and Cambodian leaders had the confidence to hold the talks in Malaysia with Prime Minister Datuk Seri Anwar Ibrahim as the host bodes well for ASEAN as a cooperative organisation,” she said when contacted by Bernama on Monday.

Earlier, Anwar announced that Thailand and Cambodia agreed to an immediate and unconditional ceasefire amid rising tensions along their disputed border, following a special meeting he chaired in Putrajaya on Monday.

According to Roknifard, both Cambodia and Thailand must work towards putting an end to the conflict, preferably for good, as such situations create an opening for external powers that are seeking to further their own interests.

“This will be detrimental to the whole region as we will see instability, potentially a refugee crisis and the proliferation of weapons and increased criminal and militant activity.

“None of this will be good for ASEAN, which is already struggling to address the conflict in Myanmar and potential conflicts in the South China Sea,” she added.

During the special meeting in Putrajaya on Monday, Cambodia and Thailand reached a common understanding, including an immediate and unconditional ceasefire, with effect from 24:00 hours (local time) on July 28.

Cambodia calls for ceasefire with Thailand after deadly clashes

UNITED NATIONS, United States — Cambodia wants an “immediate ceasefire” with Thailand, the country’s envoy to the United Nations said Friday, after the neighbors traded deadly strikes for a second day, with Bangkok also signaling an openness to talks.

A long-running border dispute erupted into intense fighting with jets, artillery, tanks and ground troops on Thursday, prompting the UN Security Council to hold an emergency meeting on the crisis Friday.

“Cambodia asked for an immediate ceasefire — unconditionally — and we also call for the peaceful solution of the dispute,” said Phnom Penh’s UN ambassador Chhea Keo following a closed meeting of the Council attended by Cambodia and Thailand.

A steady thump of artillery strikes could be heard from the Cambodian side of the border Friday, where the province of Oddar Meanchey reported one civilian — a 70-year-old man — had been killed and five more wounded.

More than 138,000 people have been evacuated from Thailand’s border regions, its health ministry said, reporting 15 fatalities — 14 civilians and a soldier — with a further 46 wounded, including 15 troops.

Fighting resumed in three areas around 4am on Friday (2100 GMT Thursday), the Thai army said, with Cambodian forces firing heavy weapons, field artillery, and BM-21 rocket systems, and Thai troops responding “with appropriate supporting fire.”

Thai Foreign Ministry Spokesman Nikorndej Balankura told AFP that fighting had begun to ease off by Friday afternoon, however, adding that Bangkok was open to talks, possibly aided by Malaysia.

“We are ready, if Cambodia would like to settle this matter via diplomatic channels, bilaterally, or even through Malaysia, we are ready to do that. But so far we have not had any response,” Nikorndej told AFP, speaking before the UN meeting had been held.

Malaysia currently holds the chair of the Association of Southeast Asian Nations (ASEAN) regional bloc, of which Thailand and Cambodia are both members.

Earlier, acting Thai Prime Minister Phumtham Wechayachai had warned that if the situation escalated, “it could develop into war.”

“For now, it remains limited to clashes,” he told reporters in Bangkok.

Ongoing dispute

Both sides blamed each other for firing first, while Thailand accused Cambodia of targeting civilian infrastructure, including a hospital hit by shells and a petrol station hit by at least one rocket.

At the UN, Cambodia’s envoy questioned Thailand’s assertion that his country, which is smaller and less militarily developed than its neighbor, had initiated the conflict.

“(The Security Council) called for both parties to (show) maximum restraint and resort to a diplomatic solution. That is what we are calling for as well,” said Chhea Keo.

None of the other attendees of the UNSC meeting spoke to reporters.

The fighting marks a dramatic escalation in a long-running dispute between the neighbors — both popular destinations for millions of foreign tourists — over their shared 800-kilometer (500-mile) border.

Dozens of kilometers in several areas are contested and fighting broke out between 2008 and 2011, leaving at least 28 people dead and tens of thousands displaced.

A UN court ruling in 2013 settled the matter for over a decade, but the current crisis erupted in May when a Cambodian soldier was killed in a new clash.

‘We are scared’

Fighting on Thursday was focused on six locations, according to the Thai army, including around two ancient temples.

Ground troops backed up by tanks battled for control of territory, while Cambodia fired rockets and shells into Thailand and the Thais scrambled F-16 jets to hit military targets across the border.

In the Cambodian town of Samraong, 20 kilometers (12 miles) from the border, AFP journalists saw families speeding away in vehicles with their children and belongings as gunfire erupted.

“I live very close to the border. We are scared,” Pro Bak, 41, told AFP.

He was taking his wife and children to a Buddhist temple to seek refuge. — AFP
