Minnesota Refugees Face Unlawful Arrest, Detention, and Interrogation

MINNEAPOLIS, Jan. 24, 2026 /PRNewswire/ — Last night, a group of refugees represented by the International Refugee Assistance Project (IRAP), Berger Montague, and the Center for Human Rights and Constitutional Law (CHRCL) filed a federal class action lawsuit challenging the illegal arrest and imprisonment of resettled refugees in Minnesota. Individual plaintiffs are lawfully resettled refugees who are not yet legal permanent residents. Many did apply for their green cards, but have been unable to receive them due to the Trump administration’s suspension of processing for refugees’ applications and long-standing processing delays. The Advocates for Human Rights, a non-profit providing on-the-ground legal representation to impacted refugees in Minnesota, is an organizational plaintiff. 

Since the announcement of Operation PARRIS on January 9, armed Immigration and Customs Enforcement (ICE) agents are going door to door arresting members of the Minnesota refugee community, including children and the elderly, and spiriting them off to detention camps in Texas. Refugees who assert their legal right to refuse ICE entry into their homes without a judicial warrant are then receiving letters calling them to appear at a local ICE office, where they are immediately detained without explanation, probable cause, or due process. Others have had their cars followed or been picked up on their way to work or school, making many refugee community members terrified to even leave the house. 

“I fled my home country because I was facing government repression,” said D. Doe, plaintiff. “I can’t believe it’s happening again here. It’s chilling and I’m scared.”

Once jailed in Texas, refugees are frequently put through intensive questioning without adequate opportunity to prepare or consult with a lawyer. Many have been forced to answer the same questions they were already asked when they initially proved to the U.S. government they were refugees or on their green card applications, this time without the opportunity to review the paperwork they may have submitted months or years ago. Those ICE has released were left on the streets of Texas, usually without money, identification, or any way to get home. Other refugees have been forced to stay in detention in Texas for a week or more, with no information about why they are being detained or when they will be released. 

“Refugees are being stripped from their families, carried across state borders, and held in inhumane detention centers guarded by armed agents, high fences, and barbed wire,” said Taqwa Elhindi, a Supervising Attorney at IRAP representing detained refugees in Texas. “One elderly woman and her son were taken to facilities in separate cities, unaware of the others’ whereabouts. In addition to being separated from their loved ones, refugees face immense barriers trying to contact their lawyers, leaving them alone and confused about why they are being held when they have adhered to every requirement imposed by the U.S. government.” 

The lawsuit argues that the U.S. government has no legal authority to detain lawfully present refugees without charge, and seeks to halt the U.S. government’s illegal, discriminatory, and cruel practice of warrantless arrest, unauthorized detention, and coercive interrogation.

“ICE is hunting down refugees and disappearing them from their homes,” said Kimberly Grano, Staff Attorney, U.S. Litigation at IRAP. “The Trump administration is intentionally and illegally terrorizing resettled refugees who are not accused of any wrongdoing. Refugees are being re-traumatized, families are being separated, and entire communities are living in fear. It is clear the administration intends to use these baseless detentions and coercive interviews to intimidate refugees and try to terminate the status of people this country promised to protect. We are suing to end these illegal tactics immediately.”

“ICE agents are dragging refugees from their homes in Minnesota, including children and families, flying them to brutal prisons in Texas, and attempting to strip them of legal protections,” said Sarah Kahn, a Senior Staff Attorney at CHRCL. “They target them based on their home country and where they live without any reason to believe they have done anything wrong. There is no reason for this fascist, violent persecution of refugees except hatred for immigrants.”

HOUSTON, Jan. 24, 2026 /PRNewswire/ — In preparation to support its customers and communities during the first major winter weather system of the season, which is forecasted to impact Southeast Texas tonight, CenterPoint Energy continues to mobilize emergency preparedness and response resources. 100% of CenterPoint’s 3,300 line skills workers, vegetation management professionals and contract crews will be in place, mobilized and ready to respond at the Emergency Operations Center and two staging sites, both strategically placed in the northeastern Greater Houston area based on weather forecasts shifting northward of the Greater Houston area, as weather forecasts indicate the highest probability of ice impacts in this area.

The company’s Emergency Operations Center — which has been fully activated and staffed since Wednesday with approximately 200 personnel — will remain open and operational through the storm’s full impact as CenterPoint continues carrying out its cold weather action plans. The company is also deploying more than 700 gas workers and contractors to support the weekend response.

“Prioritizing our customers and communities is central to how we plan and prepare for severe weather. We have already pre-positioned our personnel, equipment, and resources needed to support our customers throughout this weekend’s forecasted freezing temperatures, strong winds, and potential ice accumulations. Based on current forecasts, we’ve reallocated people, materials and supplies to the two north Houston staging areas which are expected to see the most significant impacts from the incoming weather. The actions we’re taking reflect our commitment to restoring impacted customers safely and quickly in the areas where the need could be most significant. We urge customers to remain weather alert, activate their emergency plan and please stay off area roads and highways,” said Nathan Brownell, Vice President of Resilience and Capital Delivery.

Safety reminder: Wires down 
The company reminds customers and community members to always assume downed lines or wires are energized and potentially dangerous if contacted. Stay at least 35 feet away from downed power lines or fallen wires and keep a safe distance from objects touching downed lines (tree limbs, vehicles, fences, etc.) and immediately report downed power lines to CenterPoint. 

Electric and Gas cold weather preparations
The pre-winter safety and readiness actions taken by CenterPoint include:

• Positioning 17 compressed natural gas (CNG) trailers to provide additional supply for our customers, if needed, adding an additional trailer today to help strengthen preparedness; 
• Staging more than 700 frontline natural gas workers to respond safely and quickly around the clock to any gas emergency calls and service interruptions;
• Inspecting nearly 200 natural gas regulator stations and installing heaters on equipment to prevent ice damage;
• Prepping and pre-staging electric restoration equipment at staging sites, including
  • More than 9,200 distribution poles;
  • More than 11,500 transformers; and
  • More than 100,000 cable splices;
• Activating its Emergency Operations Center to coordinate response and restoration efforts;
• Inspecting and testing critical electric equipment, including all 270 electric substations, executing enhanced tree trimming and conducting inspections to prepare for wintery precipitation and cold temperatures;
• Monitoring more than 100 weather stations across the Greater Houston area to enhance situational awareness and storm preparation;
• Coordinating with the Public Utility Commission of Texas and the Electric Reliability Council of Texas (ERCOT) about statewide energy needs;
• Communicating with customers to provide safety and preparedness information directly via email and help keep customers informed and prepared;
• Conducting outreach to critical care customers by email, phone or text;
• Donated and installed more than 20 emergency backup generators at key locations across Greater Houston to improve local emergency preparedness and response efforts; and
• Conducted more than 19,000 total hours of emergency training in 2025 for hundreds of operational, emergency response and other personnel and contractors to strengthen severe weather preparation and response efforts.

WASHINGTON, Jan. 24, 2026 /PRNewswire/ — Today, the United States Postal Service (USPS) released Colorado Statehood, a new stamp commemorating the state’s 150th anniversary with a photograph called “Foggy Jagged Mountain, Weminuche Wilderness” by nature photographer John Fielder. The first-day-of-issue event was held at the History Colorado Center in Denver in conjunction with the opening of the “Mountains Majesty: On the Summit with John Fielder“ exhibition. 

“The new Colorado Statehood stamp captures a glimpse of the majestic beauty of our 38th state so it can be shared and enjoyed by all of us across the country,” said Amber McReynolds, chairwoman of the USPS Board of Governors. “As a Colorado resident, I see a state that embodies its pioneer spirit and comes together with a palpable sense of cooperation and community.”

Joining McReynolds as speakers at today’s ceremony were Colorado Governor Jared Polis and Exhibition Developer and Historian Katherine Mercier. History Colorado President and CEO Dawn DiPrince facilitated the event.

Fielder had a talent for capturing the state’s varied terrain, animals, flowers and vegetation in unique and engaging ways. The exhibit was distilled from the more than 200,000 photographs taken by Fielder over 50 years. His photographs continue to showcase Colorado vistas to new audiences around the globe.

Derry Noyes, an art director for USPS, designed the stamp using Fielder’s image.

News of the stamp is being shared on social media with the hashtag #ColoradoStamp. The stamps are available in panes of 20 and are being issued as Forever stamps, meaning they will always be equal in value to the current First-Class Mail 1-ounce price. The Postal Service has printed 16 million Colorado Statehood stamps.

Workers Fight for Health Care and Pension Protections as Company Stalls

LAS VEGAS, Jan. 24, 2026 /PRNewswire/ — Workers represented by Teamsters Local 631 at Rinker Quikrete, one of the nation’s largest building materials manufacturers, are on strike after the company stalled contract negotiations. The workers, who produce concrete pipe and box culverts, are fighting for much-needed protections for their health care, retirement benefits, and pay after the company presented a concessionary contract offer that was overwhelmingly voted down by the membership.

“Quikrete is one of the most profitable construction material companies in the country because of hardworking Teamsters,” said Tommy Blitsch, Secretary-Treasurer of Local 631. “Our members will hold the line as long as it takes. If Quikrete thinks we are going to fold, they are in for a long ride.”

Negotiations with Quikrete stalled after the company demanded a list of union concessions despite posting hundreds of millions in annual revenue. In bargaining, Quikrete tried to kick workers off their current union health insurance and pension plans in favor of company-backed policies designed to reduce worker benefits. 

“It’s extremely hurtful that Quikrete wants to take away our health care. I have a child with cancer, and the company wants me to pick between my paycheck and her medicine,” said Jose Lovos, a Quikrete Teamster and member of Local 631. “We aren’t just striking for our jobs — we are striking because it is the difference between life and death for our families. We will not rest until we are guaranteed the health care and retirement plans our families rely on.”

The workers will remain on the picket line until Rinker Quikrete comes to the table in good faith and pulls its concessionary contract offer.
