SC joins IOSCO’s enhanced MMoU to boost cross-border regulatory cooperation

THE Securities Commission Malaysia (SC) has signed the International Organization of Securities Commissions’ (IOSCO) Enhanced Multilateral Memorandum of Understanding (EMMoU), strengthening its commitment to international enforcement cooperation in the securities sector.

The signing took place during IOSCO’s Annual Meeting in Doha, held from 12–14 May 2025.

By joining the EMMoU, SC gains access to advanced cross-border enforcement tools, including the ability to obtain audit papers, compel testimony, freeze assets, and access internet and telephone records, collectively known as ACFIT powers.

These capabilities enhance SC’s ability to investigate and combat securities fraud in an increasingly interconnected financial market.

“This EMMoU significantly underscores our commitment towards maintaining market integrity and safeguarding investor interests. It also demonstrates our unwavering support on international enforcement cooperation,” SC chairman Datuk Mohammad Faiz Azmi, who signed the agreement, stated.

The SC previously became a signatory of IOSCO’s original MMoU in 2007 and the Asia Pacific Regional Committee’s Supervisory MMoU in 2022, reaffirming its proactive stance in fostering regulatory collaboration both regionally and globally.

The EMMoU expands upon the foundation set by the earlier MMoU, providing signatories with more robust mechanisms for regulatory oversight and information sharing to strengthen investor protection and market integrity. — TMR
